Attending interviews, and clearing or not clearing interviews are common. However, what companies and HRs also needs to understand is that the candidate's time is also important and it really means a lot to at least let them know if they have not got cleared, without making them wait indefinitely. However, there should be a better excuse if they are repeating this with the same candidate in a very short span of time.
